Attorney-at-law, graduate of the Faculty of Law and Administration at the University of Łódź [PL: Uniwersytet Łódzki]. He lectures on construction law at the University of Technology and Economics [PL: Uczelnia Techniczno-Hanlowa] in Warsaw. As a member of the Law Firm, he coordinates the work of a team dealing with legal issues in terms of construction law and spatial development. He has been involved in the construction project matters for 12 years. He gained his professional experience at Główny Urząd Nadzoru Budowlanego, where he dealt with the issues of unauthorized construction and commissioning of buildings. In Mazowiecki Urząd Wojewódzki, he was responsible for managing the units liable for issuing (in both the first and the second instances) construction permits and permits for the implementation of road investments, including those related to large infrastructure projects such as the A2 Motorway [PL: Autostrada A2], Expressway S8 [PL: Droga ekspresowa S8], the second line of the Warsaw Metro [PL: Warszawskie Metro] or the Warsaw Chopin Airport [PL: Lotnisko Chopina]. He has participated in over 1000 construction permit proceedings.
He specializes in comprehensive legal services (from the initial stage of legal assessment of design assumptions and architects’ support to the final stage of investments commercialization) provided to developers within the scope of the investment and construction process, including proceedings for establishing development conditions and land development as well as in the course of planning processes. He advises in proceedings related to the issuance of a building permit, including the so-called special housing act, as well as in assessing and verification of project documentation.
He prepares legal opinions in the field of construction law, planning and spatial development, disclosing information on the environment and environmental protection law. He participates in audits of the legal status of real estate and prepares legal as well as expert opinions, especially in the field of law and administrative proceedings. He conducted training courses for the employees of architectural and construction administration authorities on issues related to the investment process. He also conducts training courses for developers. During his professional practice, he represented numerous entities before administrative courts. He has advised on a number of large investment projects, such entities as: Capital Park, Robyg, Matexi, Nexity, Dom Development, HB Reavis, Yareal, Skanska Property Poland, Golub GetHouse, Echo Investments, Penta Investments, especially in obtaining a building permit for: Varso, Browary Warszawskie, Brama Miasta, Wave, apartment building at Grzybowska 37, High5ive, Spark, Hotel Puro Widok, Forest, Centrum Południe, Żeromskiego 17, in procedures preceding the investment’s implementation: My Bemowo, Norblin, Soho by Yareal, Towarowa 22, Postępu Apartments, a number of Robyg residential investments, and commercial investments, including Atrium Promenada, Synergia Olsztyn, Galeria Północna as well as proceedings regarding obtaining an occupancy permit: Hala Koszyki, Q 22.
