ATTORNEY-AT-LAW

Partner, attorney-at-law, PhD in law, assistant professor at the Department of Law and Administrative Procedure at the Faculty of Law and Administration of the University of Warsaw [PL: Katedra Prawa i Postępowania Administracyjnego Wydziału Prawa i Administracji Uniwersytetu Warszawskiego]. For over 15 years he has been advising investment funds, developers and other entities in the office development, commercial and residential real estate sector. Legal representative of investors before public administration authorities and administrative courts. He specializes in the issues related to spatial planning and development, construction law, monument protection, real estate management, environmental protection, administrative procedure and control over non-public entities as well as issues related to the functioning of local and professional governments (the author of the doctoral dissertation entitled Status prawny samorządów zawodowych w Polsce). What is more, he also deals with matters covered by construction investment law in relation to wind energy.

He also has years of successful experience in cooperation with entities from a broadly defined public sphere. The author of several dozen expert and legal opinions for the Sejm, Ministry of Economy [PL: Ministerstwo Gospodarki], local and professional government authorities. He advised local government units on real estate management matters and cooperated as an expert with the Ministry of Administration and Digitization [PL: Ministerstwo Administracji i Cyfryzacji] (Dobre Prawo – Sprawne Rządzenie programme).

The author and co-editor of the monograph entitled Prawne aspekty procesu inwestycyjnego (Wolters Kluwer Polska, 2009) as well as the monograph entitled Energetyka i ochrona środowiska w procesie inwestycyjnym (Wolters Kluwer Polska, 2010). The editor and co-author of Komenatrz do ustawy o ochronie zabytków i opiece nad zabytkami (Wolters Kluwer Polska, 2010). The co-author of the monograph entitled Samowola budowlana w polskim prawie budowlanym (Wolters Kluwer, 2013). The co-author of the Commentary on the Code of Administrative Procedure [PL: Kodeks postępowania administracyjnego] (C.H. Beck, 2020), the Commentary on the Law on proceedings before administrative courts [PL: ustawa Prawo o postępowaniu przed sądami administracyjnymi] (C.H. Beck, 2020) and the Administrative Law System, Vol. 6 [PL: System prawa administracyjnego] (C.H. Beck, 2011). The author of an abundance of articles in Dziennik Gazeta Prawna and Rzeczpospolita. He has advised large institutional investors and investment funds such as Capital Park, BBI, Griffin Real Estate, Echo Investment, Skanska Property Poland, GTC, HBReavis, Golub GetHouse. He managed teams of lawyers on the largest investment projects, including the revitalization of Fabryka Norblina, the former Warszawska Wytwórnia Wódek ‘Koneser’, Dom Towarowy Smyk, the grounds of the former Stocznia Gdańska; in proceedings concluded with obtaining building permits such as Varso, Nowy Sezam, Eurocentrum, Royal Wilanów, Nowy Plac Unii, Generation Park, Spark, in proceedings preceding the execution of: High5ive, Atrium Promenada, Synergia Olsztyn, Galeria Północna, Hampton by Hilton Gdańsk, Soho Factory, DHL Terminal, Rezydencja Maltańska; in proceedings regarding the construction and using of artificial islands in maritime areas intended for wind farms and in planning processes regarding the implementation of onshore wind farms.
