Full professor, Ph.D. in law, Head of the Department of Law and Administrative Procedure at the Faculty of Law and Administration of the University of Warsaw. He was also a Director of the Institute of Legal and Administrative Sciences at the Faculty of Law and Administration at the University of Warsaw. In his scientific work, he focuses mainly on theoretical problems of administrative law, legal issues of the administrative system, administrative control and civil service law. He is a recognized authority in the field of citizenship law, foreigners law, as well as legal issues of migration and humanitarian aid. He also deals with issues of spatial development law, construction law, monuments and environmental protection law, as well as administrative and court and administrative proceedings.
Author of many expert and legal opinions prepared for the private and public sector, including local government bodies, government administration, The Bureau of Research, and others. Author and co-author of over 100 scientific, practical and popularizing publications.
